Ambassador Lincoln Bloomfield Jr. is Chairman Emeritus and Distinguished Fellow at the Stimson Center in Washington DC, a Director of the U.S. Water Partnership, and President of Palmer Coates LLC.  He was U.S. Special Envoy for MANPADS Threat Reduction (2008-09),  U.S. Assistant Secretary of State for Political Military Affairs and Special Representative of the President and Secretary of State for Humanitarian Mine Action (2001-05), Deputy Assistant Secretary of State for Near Eastern Affairs (1992-93), Deputy Assistant to the Vice President for National Security Affairs (1991-02), member of the negotiating teams for US facilities in the Philippines (1991-92) and the US water mediation between Israel and Jordan (1990), and Principal Deputy Assistant Secretary of Defense for International Security Affairs (1988-89).
